Harris County Toll Road Authority

An information site for Harris County residents

This site is not affiliated with HCTRA. Go to hctra.org to service an existing EZ Tag account.

SAVE $15! DO NOT GET AN EZ TAG! The TX TAG Works on ALL TOLL ROADS IN TEXAS, and the tag is FREE!

Always consider all options when planning a trip within Harris County - several dollars in tolls may only save you a few minutes on the road. Always use a GPS app like Waze that presents several options. More importantly, using the toll roads actually leads to more toll roads that the county can build - without any practical input whatsoever from residents.

This site will contain information concerning the Harris County Toll Road Authority. We provide these documents in the interest of full disclosure. We certify that no document has been modified (other than to crop the document down to the relevant portions - never cropping an article or altering the meaning of any document).

We are collecting ANY kind of information about HCTRA. From newspaper articles, TV news reports.
Even internal documents that HCTRA does not want you to see. Our intent is to shine a light on what may be the most profitable* county-run enteprise in the State of Texas.

*Should a county-run enterprise even be earning a profit? We say NO. Taxes and fees (which are essentially per-use taxes) must be kept at an amount to reasonably fund operations. Fees should be used to fund the item for which the fee is paid. HCTRA OPERATES AT A HUGE YEARLY PROFIT. OVER $120,000,000 PER YEAR IS REMOVED FROM HCTRA ANNUALLY TO PAY FOR UNRELATED COUNTY ROADS. We believe this is an unfair tax levied against toll road users.

PDF Files for Download

All files mention the HCTRA in some fashion. They are provided for public review.

Number of PDF Files: 167
Size of PDF Files: 263M total

IMPORTANT! Do not link directly to the PDF files. We may rename some of the files to have clearer names. We will also be writing descriptions for some files. Link to the directory instead, for now.

Fair Use: Another reason not to link directly to the files. We will be modifying some PDFs (such as the IBTTA newsletters) to the mentions of HCTRA only. In addition, we will be providing some commentary with these clippings. These changes will align the files with "fair use" principals so that attempts by IBTTA, etc. to have them removed are significantly weakened

We expect to face challenges in the future. We believe that one or more of these documents may demonstrate significant malfeasance. The "Authority" will attempt to suppress any document that they can.
